1. Introduction


The purpose of the brief


Site location The Leaside area is currently undergoing an extensive progranune of regeneration and investrnent. As part of this process the London Borough of Tower Hamlets and Leaside Regeneration are seeking to promote the redevelopment of Poplar Baths, a grade II listed building and a key opportunity site in the context of the wider regeneration of the Chrisp Street district Centre. This is a Prime development site, situated immediately adjacent to all Saints Docklands Light Railway (DLR) station and Chrisp Street district centre and only 5 minutes from Canary Wharf.

This planning brief provides interested developers with a detailed planning framework for the site including an analysis of the site and the surrounding area, the Council's development objectives for the site and a set of key design principles. It has been prepared within the context of existing and emerging local and national policies and will be regarded as a material consideration in the assessment of any planning application submitted to the London Borough of Tower Hamlets for the site. The approach set out in this planning brief has been fully endorsed by English Heritage (see appendix 1).

The Council is seeking a high quality high density developlment incorporating a balance of uses which will optimise the excellent accessibility of the site. The curtilage of the site is shown in figure 1. It should be noted that there is potential to extend development on to or over the adjoininq DLR to the east.

The baths occupy an important site on the south side of East India Dock Road (A 13), of approximately 27,000 sq ft. (8,230 sq m), which is currently owned by the London Borough of Tower Hamlets.
